Notice to Mr Frank Kelly – Clinical Director of Mental Health Services in Carlow Kilkenny and South Tipperary.

I read in the Irish Medical News that you wrote a letter to Dr Alan
Moore, a consultant psychiatrist following his move to go public in
opposition to the impending closure of a psychiatric unit.

The existence of this letter is evidence of the failure of the
consultant contract negotiations. The doctors duty is to the patient.
It is not to the HSE supertanker.

I call on the Forum of the HSE for the South to bring this issue for
discussion.

Doctors on interview boards for managerial appointments should expose
such attitudes and then the appropriate action.

Kelly is likely within his contractual right which confirms my view
that the contract is an execrable document which may operate contrary
to the public interest.
