Councillor Ruairi McGinley has been working on this. He is a very competent serious councillor in Dublin South Central who is highly respected. He is our leading Finance expert. <p style="text-align: justify;"><span id="more-2761"></span>Dear Ruairi,</p>
<p style="text-align: justify;">Dublin City Council has recently engaged with the Fás Training Authority to develop a scheme which will allow redundant apprentices the opportunity to complete a phase of their training with DCC.  This pilot scheme allows for 13 apprentices to complete Phase 5 of their training.</p>
<p style="text-align: justify;">Your constituent would need to have successfully completed Phases 1 – 4 of their apprenticeship as the DCC pilot scheme is only available at Phase 5 level.  Fás are coordinating the identification of suitable candidates and to this end your constituent should contact his/her local Fás training centre to establish if they are at the appropriate level.</p>

<p style="text-align: justify;"><span id="more-2065"></span>The numbers on the Live Register increased by 306,000 between  September<br />
2007 and July 2010.</p>
<p style="text-align: justify;">Official measure of unemployment is the  Quarterly National Household Survey by 150 interviewers interviewing about  39,000 households for each survey.</p>
<p style="text-align: justify;">2007 Q1 unemployment 4.6%<br />
2010 Q1  unemployment 12.8% = 275,000</p>
<p style="text-align: justify;">2007 Q3 Total employment = 2,150,000<br />
2010  Q1 Total employment = 1,858,000</p>
<p style="text-align: justify;">This is a decline of 292,000 or 13.6%  over that period in people in jobs.</p>
<p style="text-align: justify;">2007 Q3 Part-time employment =  386,000<br />
2010 Q1 Part-time employment = 413,000<br />
This is an increase of  27,000 in part-time employment an a further increase of 28,000 in public sector  over this period</p>
<p style="text-align: justify;">2007 Q3 – Total Full-time employment was 1,764,000 =  1,417,000 in private sector and 347,000 in public sector 2010 Q1 Total full-time  employment was 1,445,000 = 1,078,000 in private sector and 367,000 in public  sector</p>
<p style="text-align: justify;">This is a reduction of 339,000 jobs in private sector over that  period and this is a 24% drop which is continuing and may now be  -27%</p>
<p style="text-align: justify;">Full-time employment dropped by &#8211; 57% in  construction<br />
- 34% in Administrative and  support services<br />
- 29% in Agriculture  forestry and fishing<br />
- 24%  industry<br />
- 18% wholesaling and  retailing<br />
Increased by + 9% in information and  communication</p>
<p style="text-align: justify;">Summary – Total employment is down 13.6% since Q3,  2007<br />
Unemployment is up by 12.4% since Q3, 2007 Full-time  private sector employment down by 24% in same period</p>
<p style="text-align: justify;">GNP</p>
<p style="text-align: justify;">2007 Q3  GNP was €41,987 billion<br />
2010 Q1 GNP was €30,378 billion = this is  -28%</p>
